Technically, you could call Pokemon communist - it teaches lessons about working together and caring for one one another in order to strive for a better world where everyone can live peacefully together. At this point, yes! We just don't know enough about her, and her skin tone is about the same as Brock's, to my eyes. I personally believe she's intended to be a non-white/non-Japanese race, but I couldn't prove it. With Aloe, there really is no room for doubt.
