By not coding restrictions into the GTS submission / request setup Nintendo allowed users to trade any pokemon for any other pokemon, which is a GOOD THING. If someone in an office somewhere decided what a level 30 Swellow was worth I can guarantee that I would not have been allowed to trade it for a level 100 Blissey.
