According to the Feb. 19 issue of Pokémon News (ポケモンニュース) from the Pokémon Daisuki Club, information about how to obtain Darkrai will be published later. A placeholder page has been uploaded to the official Pokémon Web site. A tie-in with the upcoming movie Dialga vs. Palkia vs. Darkrai seems most likely.

Darkrai is, like Mew, Jirachi, Deoxys and Manaphy, an "illusory Pokémon" that cannot be obtained in normal gameplay. What strength does it hide? How can it be obtained? Detailed information will be revealed bit-by-bit in the future! It will also appear in "Dialga vs. Palkia vs. Darkrai", which premieres on Saturday, July 14 nationwide!
