This Dragonite knows the moves Dragon Dance, Extreme Speed, Outrage and Hurricane and is holding a Lum Berry. Although is not explicitly stated, it is heavily implied that it has the Ability Multiscale.
This Dragonite is being distributed to promote the GameStop-exclusive Roaring Skies Blister Pack which includes a Dragonite pin.
