The C-Gear skin featuring Victini is currently available to those with UK Pokémon Global Link accounts. The promotion runs from Dec. 2, 2011 to Jan. 30, 2012. It can be accessed by entering the password PGLVICTINI11.

As previously reported, this C-Gear skin is also currently available to almost all players with Global Link accounts worldwide until Jan. 12, 2011, excluding those from Japan, where the distribution has ended, Korea, where it is available until Feb. 29, 2012, and the remainder of Europe, where a distribution has yet to be announced.
