::::::::Yeah, it's just your resolution. I actually found that it occurs on my larger computer screen too. I kinda put off fixing it (since it's fairly minor, and I couldn't immediately find the code that's doing it), but I'll give it another shot. The red is actually just an image ([[:File:Bulbanews notice bar background.png]], and you can actually see green across the whole thing on slower connections.
