For the movie, [http://www.pokemon-movie.jp/index.html here]'s the link to the official site, though I remember that the initial announcement was for an update on the 17th, tomorrow, so something may pop up within the next few hours (or now since it's the 17 in Japan already). For the rule changes, I think it's related to the new banlist for the 2012 world championships, which allows Gen I-IV Pokémon.
