...and it seems at least [http://www.nintendo.de/NOE/de_DE/news/events/31149.html Germany], [http://www.nintendo.it/NOE/it_IT/news/2011/il_download_di_celebi_sta_arrivando_scopri_subito_dove_31169.html Italy] and [http://www.nintendo.pt/NOE/pt_PT/news/2011/chegou_o_momento_do_regresso_do_mythical_celebi_31459.html Portugal] are getting the Celebi event as well. In Germany, it's in various McDonald's between 18 Feb and 27 Feb, plus in some Pokémon Party event on 26th. I don't speak Italian or Portuguese so you might want to contact someone who does.
