Captain Library, a user on the PokéGym Forums with friends in Japan, has released an image to the public showing a collection of new Pokémon TCG cards, one of which reveals a new, never before seen electric type Pokémon, named Kisandā (キサンダー). Beyond this picture and the name, no further details are known about the Pokémon at this point in time.

There is speculation that this new card and new Pokémon may be an elaborate hoax, with popular TCG site PokéBeach declaring them to be fake, but no one has been able to produce any evidence either way, as of yet. BulbaNews will continue to monitor this story as it develops, and provide an update as soon as new information becomes available.
